Trump’s decision to tell Pence not to go to Zelensky’s inauguration could be quite significant. One associate of Giuliani’s, Lev Parnas, reportedly told Ukrainians as early as May that they had to announce investigations into the Bidens or Pence wouldn’t attend the inauguration. So getting a window into Trump’s motives for canceling the trip could be important.

Basically, what’s happening here is that, when Williams said in her opening statement that she didn’t know why Pence’s Ukraine trip was canceled, it came across like it was canceled for nefarious reasons that were purposefully being kept from her. Castor is offering some alternative reasons to make it seem like Williams not knowing is just Williams not knowing.
