I think the points that Perry and Nathaniel are describing about the credibility of those testifying illustrates a tension in an impeachment inquiry rooted in foreign policy questions. Traditionally, foreign affairs have been both low salience among voters — not something most are paying attention to — and fairly bipartisan. As they become more salient, they’ll likely be framed in partisan terms, making it harder for public servants with serious and bipartisan credentials to remain above politics.
