Perry said this already, but going to say this again: These four senators are saying that “skinny repeal” is terrible and works for no one. They are very clear that this is just a way to get to conference to buy more time, partly because they don’t even have scores from the CBO yet. Perry, I recognize there’s no assurance Ryan could give that would be legally binding, but assuming he made the assurance in public, can you imagine him outright reversing himself? That seems like it would be pretty damaging to his credibility. (Granted, I’m not sure we can rule anything out at this point.)
