As Neal Katyal notes, Mueller seems to have told Rep. Lieu earlier that but for the OLC opinion, he would have indicted Trump — and Mueller did not take it back under questioning from Rep. Lesko. Katyal says this seems like pretty big news!

It appears that Lieu, Raskin and Jayapal coordinated their testimony. Jayapal mentioned the “fifth” element of obstruction of justice, building on the first, second, third and fourth mentioned by Lieu and Raskin.
