Amelia, out of curiosity, why was Russia’s interference in the 2016 election investigated by a special counsel as opposed to a commission along the lines of 9/11?

I was surprised to see a Republican ask Mueller if he thought something impeachable had been committed. I was not surprised by Mueller’s answer: “Our mandate does not go to other ways of addressing conduct.”
