Sarah, “successor incumbent” governors, as I once labeled them, have a weaker track record in primaries than elected governors. The same is true of appointed senators versus elected senators. And the easy answer is, they didn’t actually win the office they hold, so voters aren’t necessarily as familiar with them and are more open to considering alternatives because they didn’t back the person in question in the first place.
