Too true, Matt. Romney and Santorum were two of three Iowa winners that cycle as Ron Paul went on to out-maneuver both in the delegate selection process in Iowa, taking the most Iowa delegates to the Tampa convention. The RNC did craft rules to fix that issue for the 2016 cycle. And Iowa Republicans were quick and eager to play along with those changes. Counting irregularities were dealt with on the state level rather than the national party level.
