Pompeo coming up again. Volker messaged Sondland, “Spoke with Rudy per guidance from S [Pompeo]”. Interesting, stepping back, that the Trump State Department was so willing to let Giuliani run wild on this. It can get lost in all these details, but it’s strange to have such capricious U.S. foreign policy.

Jinx, Galen! Bolton has expressed willingness to testify — but only if he has a court order telling him he has to comply with Democrats’ subpoenas. Democrats aren’t willing to play that game with him (a game of “rope-a-dope,” in Schiff’s colorful parlance) so I’d also say it’s currently unlikely that we’ll hear from Bolton. But of all these high-profile witnesses, he’s the one who seems likeliest to change his mind and testify voluntarily.

But Bolton has also said he won’t testify until the courts clarify whether he needs to, meaning more waiting for Democrats when they want to move on to the primary.
