Turnout in Texas is well down from the March primary, as is often the case in runoffs without a big race driving turnout at the top of the ticket. We can see this in the Texas 28th Democratic race — in Webb County along the U.S.-Mexico border (home to Laredo), not quite 14,000 votes have been cast today, with 95 percent of the estimated vote in, per The New York Times. In March, there were a bit more than 20,000 votes. By the way, Cuellar leads by 42 points in Webb, compared with his 22-point edge there last time. So far, it seems he and Cisneros are doing better in their home bases, so it’s hard to say how it might play out.
