Biden says, in the conversation with Carr, that he might be kidding himself, but he thinks people are ready for serious change. This creates a little bit of tension with his path to the nomination, which was all about him being the safe choice who would restore normal politics.

House Majority Whip Jim Clyburn is speaking now.
