Vice President Joe Biden went through a prolonged period of speculation about whether he would choose to run for president this year, especially after the death of his son Beau from cancer. In October 2015, just days before the deadline to file to run, Biden spoke on the White House lawn, saying: “Unfortunately, I believe we’re out of time, the time necessary to mount a winning campaign for the nomination. But while I will not be a candidate, I will not be silent.” Although his comments, even then, seemed to show conflict about his decision, he has become one of Clinton’s most important campaign surrogates.
Maybe this is an obvious point, but it’s significant that the candidates basically choose their own delegate slates in the Democratic Party. So to some extent, if you have questions about the delegates’ conduct, those are questions for the Sanders and Clinton campaigns.
