Besides the large number of outstanding ballots in Pennsylvania, another reasons why we know a "blue shift" is coming is due to the current vote counts in some of Philadelphia's suburban counties. Biden has been doing better than Clinton did in collar counties in Michigan and Wisconsin, so it would stand to reason that Trump's advantage in southeastern Pennsylvania counties like Bucks and Chester may not hold, while Biden's lead in Delaware County should grow. Right now, Biden is running about 10 to 13 points behind Clinton's margins right now, and 15 points behind in Philadelphia. That will change, although it remains to be seen if it'll be enough for Biden to carry the state.
